Add a publisher
Every account belongs to an organization, and this publisher is being added as a property of the organization you came from. A property and an account are the same thing seen from two directions.

Where this partner's articles arrive from. More can be added later on the Feeds tab.
Licensing is per article or video, so this sets what arriving content defaults to rather than licensing anything outright.
Leave a rate empty to use the default. An override shows plainly on the partner's Pricing tab, and can be changed there.
This is also the add-property form: it is reached from an organization page or from converting a prospect, never from the entity list, because an account cannot exist without an organization.
