A property and an account are the same thing seen from two directions, so adding a property here creates that publisher account with this organization as its fixed context. The type is locked to publisher group, so only publisher properties can be added.

Type is locked to publisher group and cannot change, since an organization owns properties of a single type. An organization owns its properties, manages them, and transacts for them; visibility without those is a network, which is a separate entity.
